O FUNCIONAMENTO DO PROGRAMA DE PROTEÇÃO A CRIANÇAS E ADOLESCENTES AMEAÇADOS DE MORTE (PPCAAM) NAS ÁREAS DE VULNERABILIDADE SOCIAL NO RIO DE JANEIRO

Abstract

Este artigo objetiva avaliar o funcionamento do Programa de Proteção à Criança e ao Adolescente Ameaçadosde Morte – PPCAAM, no Rio de Janeiro. A primeira parte do artigo discorre sobre as políticas públicas voltadas para aproteção e defesa de crianças e adolescentes em situação de risco. A segunda parte faz um breve relato da situaçãodeste grupo social no Brasil. A terceira parte mensura os gastos públicos nesta área. Pelos dados do Conselho Tutelarpercebeu-se que o PPCAAM apresenta dificuldades de implementação. Em 2010, no Conselho Tutelar de Ramos, existiam seiscentos casos de violação de direitos no perfil do PPCAAM. Destes, menos de dez foram atendidos. As principais dificuldades vinculam-se ao funcionamento do Programa e às questões de ordem técnica, como a ausência de um abrigo temporário para receber estes ameaçados ou a impossibilidade de mudança da família do local onde foi feita a ameaça.Palavras-chave: Direitos humanos, crianças e adolescentes ameaçados de morte, políticas públicas.THE OPERATION OF THE PROGRAM TO PROTECT CHILDREN AND ADOLESCENTS THREATENED WITH DEATH(PPCAM) IN AREAS OF SOCIAL VULNERABILITY IN RIO DE JANEIROAbstract: This article aims at evaluating the effectiveness of the Program for the Protection of Children and Adolescentsthreatened with death - PPCTD in Rio de Janeiro. The first part of this article discusses the public polices directed to protectand defend children and adolescents in life-threatening situations. The second part makes a brief description of this social group in Brazil. The last part measures the public expense policy in this area. Based on the data of the Child Protection Council, it is possible to realize that the PPCTD presents implementation difficulties. In 2010, in the Child Protection Council of Ramos, there were six hundred cases of human right violations as part of the PPCAM profile and among those ten were assisted. The main difficulties were related to both Program functioning and technical aspects such as: the absence of a temporary shelter or the impossibility to remove the family from the place where the threat was made.Keywords: Human rights, children and adolescents threatened with death, public policy
